For the eFMLA, if an employee is teleworking with their kids at home but say that they want to take it to care for their kids full-time, do we need to allow it?
For the payouts:
We have a daycare employee who is currently on FMLA (began prior to COVID-19) using her sick leave. Daycares were ordered closed so we are going to furlough them. How do we handle her leave now?

Just to clarify, FFCRA only applies to employers who have 500 or less employees, right? The definition of 500 employees is active on roster and not necessarily in per payroll basis (employees on each payroll vary in this scenario)

I was reading a "shelter-in-place" order qualifying under the #1 reason of "local quarantine or isolation order." We have a construction company, and our site management staff is unable to work due to a shelter in place order currently and construction sites are shut down. Can we take the leave under the "Paid Leave" reason?
We have a married couple that both work for the company. Can they both take the child care leave at different times during the qualifying period? They no longer have child care available?
We have a part time hourly employee that is a primary caregiver for a child who is home from school and cannot work. Do they qualify for Child Care Leave?
Are tax credits taken under FFCRA allowed along with loan forgiveness under PPP
to be clear: if no work is available then the employee is not eligible for paid sick leave? if 20 hours of work is available would the employee be eligible for 20 hours of sick leave?
Re SL rollover, can ER cap the total amount of SL accumulated per year. Our company is in Montgomery County and have an office in DC.
For under 50 employees could some non critical employees get it and some critical ones not (EFMLA)
How would an employer who has less than 50 employees apply for the exemption.
We have an office manager whose primary responsibility is greeting clients, maintaining the office space, check mail, answering phones etc. There is no one in the office currently due to a local "shelter-in-place." Can they take the 2 weeks paid leave due to reason 1 since the usual need for them being in the office is not there, and the city is trying to limit people going to work?
to clarify, if an employee can telework but she chooses to not work because of child at home, she would be eligible for the PSL/EFMLA?
